Coming Full Circle

Ladder Up’s story began at the University of Notre Dame. In 1993, founder Bob Burke took Professor Ken Milani’s tax course and volunteered with the Notre Dame–Saint Mary’s Tax Assistance Program (TAP)—an experience that inspired him to create Ladder Up.

Now, more than 30 years later, the story comes full circle. Ladder Up is partnering with Notre Dame and Saint Mary’s College to help hundreds of South Bend/Mishawaka residents rise.

This partnership marks Ladder Up’s second expansion beyond the state of Illinois—extending our shared commitment to helping families keep more of what they earn, claim essential credits, and build stronger financial futures.

Because when we return life-changing dollars to families, we strengthen entire communities.

About the Program

The Notre Dame–Saint Mary’s TAP provides free tax preparation to individuals and families with low to moderate incomes. Founded in 1972 by Professor Ken Milani, TAP has long relied on the dedication of student volunteers—undergraduates and graduates who complete rigorous IRS certification and bring technical skill, compassion, and integrity to every client they serve.

Through this new partnership, Ladder Up provides additional training, infrastructure, and support to help these students—and the program—reach even more families. Beginning with the 2025 tax season, we’re strengthening Ladder Up’s impact and laying the groundwork to expand services over time, for the South Bend/Mishawaka community.

Who We Serve

  • TAP provides free tax preparation for residents of Indiana who are U.S. citizens or legal permanent residents.
